Open Letter to my brothers and sisters in Mainland China

 Hello bride of Christ of Mainland China, the body of Christ, and to the Ekklesia around the world,


My name is Pauly Hart and it has been my pleasure to have YHVH, maker of this world, bless me with the understanding of how He created it. This quest was not intentional and I did not look forward to breaking paradigms in my life in this way. I was raised to believe that George Lucas and Gene Roddenberry, of Star Wars and Star Trek fame, were compatible with the gospels. I was so very wrong.

During the course of my studies from 2012 even until today, I am flabbergasted and undone by our God and his system of creation. It's a daily discovery of who, what, when, where, why, and how the world works under my feet. Just the other day I put together the mystery of how fossil fuels had to change their name if I subscribed to the idea of a 6,000 year old earth with one great deluge. Even geologically, there is no way for the dinosaurs to have been buried that deeply and for them to have decomposed so well in large clumps.

Biblical Cosmology, the idea of it all, continues to help me unravel the mysteries of the lies perpetuated upon me by the systems of the world. For we are in the world and not of it, we are a chosen people, a peculiar nation... Set apart and holy for Him. So why would we listen when they tell us of their pseudo-science? Why? Because we've been programmed to. Most all media (except certain places like vine media) have come under the fist of Satan in collusion with his puppet governments. Remember Psalm 2 - YHVH in heaven laughs at the plans of governments. May we also strive to be like Him and not the puppets of the world, who just blindly do as they are told.

I realize that what I am writing is wildly unpopular with the government I live under, the New United States of Joe Biden, and the stranglehold that he has placed on our economy. Such foolishness I have never seen in a leader. Probably in the future we will look more like your country. Free to decide between living their way, or prison. It is a sad state of affairs. That my country has been the police force for the world is shameful. That we invade for opium, for oil, for gold, for control, and for the sake of bloodshed is shameful. There have been no good President leaders here since... Well, ever. This nation was formed on the lap of the Masonic lodge, and was given over to Central Bankers long ago. 

Long ago, during a time of contemplation, I had a tattoo placed upon my body, on the back of my neck. "Lamb over me." or "Righteousness" in the one character in Mandarin. I did this for several reasons. The first reason I did it was to declare my intent before all who would meet me. That I am righteous before Him. But the reasons unfold from there, in a manifold idea. That I will never see my own righteousness... That my righteousness follows me around... That my righteousness is always on the back of my mind, or the last of my thoughts... These English idioms are cute to me, but they stand secure in my reasons. The last reason that I think the tattoo will remain fixed upon my neck may be for the salvation of the soul of my executioner. For the only way I will cease proclaiming the gospel... The WHOLE gospel of God is if they take off my head. And if the guillotine worker sees my tattoo, let him understand that He is doing the injustice to one whom has already been paid for. If he understands what it is he cuts, let his soul meet with mine in the great hereafter. And though Genesis 6:3 promises me 120 years on this earth, it may be that I must embrace the calling of martyr.

Someone told me that the belief in the stationary and enclosed world (called "Flat Earth") was not a salvation issue. I told them, that for many, it may well be. Soon coming is the possible Technological Singularity. If and when that time arrives, several things will happen all at once. The identification chip that you have on your phone will be planted in your hand. You will be forced to come under control of the Beast's system, and you will not be able to buy or sell on the market without it. However... The next step, and believe me, it will happen, is the coming Alien Messiah.

Many laugh at this, but let me ask you something: "Why have they been showing us this very scenario since they released "A Trip to the Moon" in 1902 by Georges Méliès. Would it surprise you that the great grandfather of that fiction was a Bishop in the Church of England from 1638?  It was a novel titled: "The Man in the Moone." How strange indeed that 100 years after Luther laughed at Copernicus, the Church would start such a heresy? For some it must have been easy. And it gets easier and easier every day to believe in aliens. But The Word of God declares otherwise. The Word calls us His only. Read John 3:16 once again. Ask yourself... Is it easier to believe that there is only one world or only one savior?

Life has just begun to come back to good theology for you. You are leaving behind the lies and shedding off the paradigms of the old ways, the ways of the liars. The ways of the puppets. Though God had blinded your eyes before, He allows you to open them now for the first time and understand the revelations that He has for you now. Your time of growth is opening. Your time of healing is at hand. Your time of super-natural infilling is coming soon. Ask The Father for the Ruach Ho'kodesh to infill you. Ask Him to cover you with his anointing mantle for signs, healings, and miracles. The Spirit of YHVH, The Spirit of Holiness never died. He is the same yesterday, today, and forever - Holy, holy, holy.

The reason for understanding the reality of the flat earth is to bring POWER into your life. He has opened your mind, now, fill it with His WORD. Fill it and give it to others.

A day in the life of a baptism

It was early and Jennifer and I were just kindof looking around the house. I had most stuff ready in their spot to be packed, but I hadn't packed it yet. That is, I mean, I was going to, I was just delaying. I don't know what for. Maybe answering emails and texts and all that... But we were just kindof hanging out, you know? I'd been up since 5:30, ready to go. Super excited. I didn't know what to expect. There were all sorts of people coming. What was going to be 40 but two families had cancelled so I was like - Whelp. Who knows? I sure didn't. I had towels, swim trunks. Whoops. Those trunks need to go in the trash cause they're two fabrics. Ok. Towels, shorts with tassels, food, water, extra paper towels and what... Kayaks? Life preservers? Maybe? Hold on, *Throws things in truck* Now what? First aid kit? Boogie boards? Extra stuff? This and that? Ok... I'm ready to baptize people. The kayaks are for later, I suppose. Great. It's 9AM.

What is she watching? Doctor Who? Again? Ugh. Daleks... Again... Exterminate! What a dead horse they sure like to beat with every new instantiation of that guy. Who cares about Doctor Who? If it's not Tom Baker, it doesn't matter. So, she's hungry and I am too. I was fasting until I was too shaky to drive, and that was around midnight. I ate a little oatmeal to calm my nerves. I've had to use the restroom four times this morning, al the jumpiness. I've never done this before. I've never baptized anyone.

Sure, I'd been a pastor of two churches. Sure I'd had wildly successful events. Sure I'd done this and that for "the church" but had I actually done anything for Yahshua? No, maybe not. But today I was baptizing in THE NAME of YHVH, and HIS Son, and HIS Spirit... And things were going to be different that's for sure. Great. It's 9:05AM.

So I walk around aimlessly for an hour and eventually Jenn says she's going to to go Arby's and grab a bite and head out to Skidaway Island, to go to the thing. It's near Moon River. The same one Johnny Mercer wrote for Audrey Hepburn in Breakfast at Tiffany's. Nice song. Not really what we were going for, but, a small coincidence. Everything that day was a small coincidence.

We were going to Butterbean beach. Just off the mainland and towards the island. An In-between. The river is a tidal river, both fresh and salt, brackish. An In-between. And we're going at high tide. An In-Between. And it's at solar noon. Another In-between. A whole lotta cosmic cool stuff playing out in front of me, and I'm fasting so I can't eat at Arby's.

I tell her I'll meet her at the beach and head out, going the speed limit and the next thing I know she's passing me, laughing. Oh golly, I love that lady, she's the bees knees. She brought her dog, Mahar-Shalal-Hash-Baz, named after Isaiah's second son. "He who is swift to the spoils" and boy that name don't lie. We just call him "Speedy Booty" or "Marshal" for short. Cute little thing. An Auggie. Australian Shepherd and Corgi mix. His body is 1/3 neck.

So I get there first oddly, and I park right in front of a dude sleeping in his car. I'm real quiet and start unloading everything, all the while answering texts and calls and such... People are coming! They're coming! ALRIGHT! And I'm moving tables and Herb shows up and he's like: "Is this the... Is this where..." And I shout out: "Are you my brother here to get wet!? And he laughs and his sister in law, and son, and nephew laugh and we all hug and introduce ourselves.

Herb is going under the knife on Thursday, and I'm crying already. He doesn't want to die without being obedient. Man, I love this guy already. So his boys help me unload everything and move it all over to the pavilion from my truck about 50 feet away. YES. Big strong men to help. NOICE.

And so I get to talk to Herb more and my wife arrives and a whole bunch of people arrive and then Jason and his WHOLE family of 6 arrives. And Brent and Teri arrive and then Erek, Michael, Andy, Vinny, and all the rest of their families. Oh, I can't leave out the guy sleeping in the car. That's Tru. Literally that's his name. He's a pizza delivery driver who slept the night in the parking lot and fed all the bait shop cats his only food. But that's ok. He got fed later.

And so we're sharing, and I have Tru share his story, and then... I have him share it again when everyone gets there. He's already a preacher... He just needs more experience in front of crowds, so who am I to stand in the way of a man and an audience and he shares (twice) about how he worshiped Odin and hoped to go to Valhalla when he died until he started asking a guy about who YAH was and who Yahshua was and then The Ruach Ho'quodesh just blew him away with a divine miracle and then he turned his heart over to the wonderful and true maker of lives and hearts and fingers, our Father in heaven.

So I introduce myself and tell them a little about who I am and then I tell them what we're going to do and how we're going to do it and then we read verses. I have Tru go to his car and pull out the (literally) 20 Bibles he has and pass them out and I give out the passages. But before we commence, I ask Vinny to pray for us. I was just being obedient to HIS voice... How was I to know that Vinny had never prayed in front of anyone before? He did a great job and more unity ensued.

So then we each read the verses. Aaron and David, Herb's boys (son and nephew) did very well, as did all the volunteers and then at the end, I exhorted them with the story of Phillip and the Etheopian Eunuch.

"And what did the Eunuch say?" I asked... "LOOK HERE IS WATER!!! WHAT STOPS ME FROM BEING BAPTIZED NOW!?"

And then I literally ran to the water. They must have thought me a lunatic. I told them: "Look. We're getting rid of form and function and just literally doing what The Word tells us. We've read it and we can do it. This isn't a Baptist-costal ceremony. This is a holy convocation to HIM. We repent, we get wet. It's just that simple."

Brent was there and Andy was there and I dunked Andy first while Brent filmed. Brent, ever the servant, filmed everyone and then we dunked him last. And then they got me, all of them together, kindof a group dunking, as it were.

But boy howdy, it sure was neat. I purt near cried at every dunking. I looked em dead in the eye and asked if they were ready to repent, and if I didn't like their answer, I asked again. I could see it and my spirit bore witness with The Spirit of Yahweh, the one who bore us in the first place into HIS NAME... That they all meant it.

And it was sloppy. Every single time someone went under, we didn't know if we were going forwards, or down, or backwards. But that's ok. I left that ambiguous on purpose because I wanted each person to choose what they wanted in their own time. I forget... Maybe it was Michael, I just jumped in there with him and we both baptized together... That was hilarious.

And then, after 21 dunks we were done. Oh... There were some onlookers who said: "Good job" and all that, and I asked them if they wanted to get baptized. No takers, but that's ok. I'll get them next time maybe. We can always dunk more.

And then soon after we were eating burgers and chips and telling each other how much we loved Adam Fink and all that and talking about The Word and The Name and The Spirit and The Father, and all the good stuff that one talks about at a Baptism at a river. And let me tell you... The burgers were awesome.

Then it started raining, and then they kicked us off the pavillion, and then most everyone left because the hurricane was making its presence known.

Until it didn't.

And it was just me and Tru and Vinny and Danni. And wow, we connected on a whole other level. Flat Earth, Rapture, The Name, The paleo alphabet, we talked about a lot. Good times and good stuff. And then I invited them over to my house where we continued the party til 10:45 or so and they went home.

And that was my day. Tru and Vinny helped me put the kayaks back in storage, Danni and I helped eat the chips and the cookies. Danni's little dog and Marshal got to play together, and Tru and I chilled by my fire-pit.

Can't tell you all the super secret cool things we talked about, but, you missed out. Don't know what to say... Except for one thing:

We're going to do it all again on 9/11/2021.

And it's going to be even more fun.

Cosmology in the "Bible"... Who would think this is important in the 21st century?

Jesus said: "God loves the world and even gave his only-begotten Son to them, so that all who believe in him may not perish but have eternal life." (John 3:16) It is important to realize that what Jesus said is "This" world , rather than countless planets and possible extraterrestrial life, (according to him) does not exist and cannot exist. If he was talking about angels, he would say it very clearly, but on the contrary, he chose to talk about a world and a living race of human beings. This should not be ignored, and should immediately attract the attention of those who are interested in believing in extraterrestrial intelligent creatures.

In fact, the entire 70 books in the Protestant classics of the Bible clearly show that the "world" is closed and static. It has never left its foundation, nor will it leave it until they perish, the new heaven New ground appears . Today, this is a shocking theology, but it should not be understood as a new thought in the Christian world. In fact, many church founders think so. Martin Luther blamed Copernicus: "When a person wants to be smart, he must invent something special"-he said that between writers and experts, the earth has never moved. This is common sense.

1) Enoch showed a vision for the next flood. The Lord said, my servant, Enoch, we must warn the wicked generation that I tend to keep my promise. Will destroy all creation on earth to have destroyed all that I do.


2) Enoch asked, who will survive, my Lord; God said, I've chosen a ship that will bring the pure seed of justice. Should be taken before this great destruction is coming. Warning infidels!


3) Enoch went into the crowd and said, Behold, the Lord comes with ten thousand saints to mete out judgment to all who are ungodly. You have sinned a terrible sin and forget the creator of worlds.


4) Having said this, the crowd took up arms to kill him. Suddenly, a whirlwind came out of the sky, like a fire storm. In the maelstrom of fire were seraphim, dragons power of God. Everyone who saw it was blinded in that moment for their eyes burned from their sockets.


5) Enoch was then taken to the heavens and vanished from the earth. Nobody knew where he went. Could be found, because God took him to a designated area, even in a place sacred ground.


6) In this place, Enoch wrote books on the history of his people, from Adam to the time of his generation.


7) At that time, God showed him a vision of the great Leviathan and behemoth. These two beasts were scraping the population at the end of the day. Behemoth was a beast of freedom and Leviathan was one of the rights and power. Began as a beast with a name called Phoenix. Phoenix died and arose from the ashes of these two great beasts. Behemoth eventually became larger and dictates its laws throughout the land. The attack Ishmael constantly, even when he did not deserve to be punished.


8) Then came another beast. Is awakened by a lethargy. The beast was a dragon-like beast with ten horns returned to claim two severed heads, which are Leviathan and behemoth. The two beasts struggled for a while but then gave. Now the dragon-like beast was again over and ruled the earth. No stamp is placed over the crowd until one like the Son of Man came and destroyed the monster.


9) Following this vision, Enoch was scared and stricken with awe.

Brave New World George H.W. Bush Sr. Full Speech Sept 11 1990 Transcript Full Text

 Mr. President, Mr. Speaker, members of the Congress, distinguished guests, fellow Americans, thank very much for that warm welcome.

We gather tonight, witness to events in the Persian Gulf as significant as they are tragic. In the early morning hours of August 2, following negotiations and promises by Iraq's dictator Saddam Hussein not to use force, a powerful Iraqi Army invaded its trusting and much weaker neighbor, Kuwait. Within three days, 120,000 Iraqi troops with 850 tanks had poured into Kuwait and moved south to threaten Saudi Arabia. It was then that I decided to act to check that aggression.

At this moment, our brave servicemen and women stand watch in that distant desert and on distant seas, side by side with the forces of more than 20 other distant nations.

They are some of the finest men and women of the United States of America. And they're doing one terrific job.

These valiant Americans were ready at a moment's notice to leave their spouses andtheir children, to serve on the front line halfway around the world. They remind us who keeps America strong. They do.

In the trying circumstances of the gulf, the morale of our servicemen and women is excellent. In the face of danger, they are brave, they're well-trained and dedicated.

A soldier, Pfc. Wade Merritt of Knoxville, Tennessee, now stationed in Saudi Arabia, wrote his parents of his worries, his love of family, and his hope for peace. But Wade also wrote: "I am proud of my country and its firm stance against inhumane aggression. I am proud of my Army and its men. . . . I am proud to serve my country."

Let me just say, Wade, America is proud of you and is grateful to every soldier, sailor, Marine and airman serving the cause of peace in the Persian Gulf.

I also want to thank the chairman of the Joint Chiefs of Staff, General {Colin L.} Powell, the Chiefs, here tonight, our commander in the Persian Gulf, General H. Norman Schwarzkopf, and the men and women of the Department of Defense. What a maginificant job you all are doing and thank you very very much.

I wish I could say their work is done. But we all know it's not.

So if ever there was a time to put country before self and patriotism before party, the time is now. And let me thank all Americans, especially those in this chamber tonight, for your support for our armed forces and for their mission.

That support will be even more important in the days to come.

So tonight, I want to talk to you about what's at stake -- what we must do together to defend civilized values around the world and maintain our economic strength at home. U.S. Objectives in Persian Gulf

Our objectives in the Persian Gulf are clear, our goals defined and familiar:

Iraq must withdraw from Kuwait completely, immediately and without condition.

Kuwait's legitimate government must be restored.

The security and stability of the Persian Gulf must be assured.

And American citizens abroad must be protected.

These goals are not ours alone. They've been endorsed by the U.N. Security Council five times in as many weeks. Most countries share our concern for principle, and many have a stake in the stability of the Persian Gulf. This is not, as Saddam Hussein would have it, the United States against Iraq. It is Iraq against the world.

As you know, I've just returned from a very productive meeting with Soviet President {Mikhail} Gorbachev, and I am pleased that we are working together to build a new relationship. In Helsinki, our joint statement affirmed to the world our shared resolve to counter Iraq's threat to peace. Let me quote: "We are united in the belief that Iraq's aggression must not be tolerated. No peaceful international order is possible if larger states can devour their smaller neighbors."

Clearly, no longer can a dictator count on East-West confrontation to stymie concerted United Nations action against aggression.

A new partnership of nations has begun, and we stand today at a unique and extraordinary moment. The crisis in the Persian Gulf, as grave as it is, also offers a rare opportunity to move toward an historic period of cooperation. Out of these troubled times, our fifth objective -- a new world order -- can emerge: A new era -- freer from the threat of terror, stronger in the pursuit of justice and more secure in the quest for peace. An era in which the nations of the world, east and west, north and south, can prosper and live in harmony.

A hundred generations have searched for this elusive path to peace, while a thousand wars raged across the span of human endeavor, and today that new world is struggling to be born. A world quite different from the one we've known. A world where the rule of law supplants the rule of the jungle. A world in which nations recognize the shared responsibility for freedom and justice. A world where the strong respect the rights of the weak.

This is the vision that I shared with President Gorbachev in Helsinki. He and the other leaders from Europe, the gulf and around the world understand that how we manage this crisis today could shape the future for generations to come. 'The Test We Face Is Great'

The test we face is great and so are the stakes. This is the first assault on the new world that we seek, the first test of our mettle. Had we not responded to this first provocation with clarity of purpose; if we do not continue to demonstrate our determination, it would be a signal to actual and potential despots around the world.

America and the world must defend common vital interests. And we will.

America and the world must support the rule of law. And we will.

America and the world must stand up to aggression. And we will.

And one thing more: in the pursuit of these goals, America will not be intimidated.

Vital issues of principle are at stake. Saddam Hussein is literally trying to wipe a country off the face of the Earth.

We do not exaggerate. Nor do we exaggerate when we say: Saddam Hussein will fail.

Vital economic interests are at risk as well. Iraq itself controls some 10 percent of the world's proven oil reserves. Iraq plus Kuwait controls twice that. An Iraq permitted to swallow Kuwait would have the economic and military power, as well as the arrogance, to intimidate and coerce its neighbors -- neighbors who control the lion's share of the world's remaining oil reserves. We cannot permit a resource so vital to be dominated by one so ruthless. And we won't.

Recent events have surely proven that there is no substitute for American leadership. In the face of tyranny, let no one doubt American credibility and reliability. Let no one doubt our staying power. We will stand by our friends. One way or another, the leader of Iraq must learn this fundamental truth.

From the outset, acting hand-in-hand with others, we've sought to fashion the broadest possible international response to Iraq's aggression. The level of world cooperation and condemnation of Iraq is unprecedented.

Armed forces from countries spanning four continents are there at the request of King Fahd of Saudi Arabia to deter and, if need be, to defend against attack. Muslims and non-Muslims, Arabs and non-Arabs, soldiers from many nations, stand shoulder-to-shoulder, resolute against Saddam Hussein's ambitions.

And we can now point to five United Nations Security Council resolutions that condemn Iraq's aggression. They call for Iraq's immediate and unconditional withdrawal, the restoration of Kuwait's legitimate government and categorically reject Iraq's cynical and self-serving attempt to annex Kuwait.

Finally, the United Nations has demanded the release of all foreign nationals held hostage against their will and in contravention of international law. It's a mockery of human decency to call these people "guests." They are hostages, and the whole world knows it.

{British} Prime Minister Margaret Thatcher, a dependable ally, said it all: "We do not bargain over hostages. We will not stoop to the level of using human beings as bargaining {chips}. Ever." 'Our Hearts Go Out to the Hostages'

Of course, of course, our hearts go out to the hostages, to their families. But our policy cannot change. And it will not change. America and the world will not be blackmailed by this ruthless policy.

We're now in sight of a United Nations that performs as envisioned by its founders. We owe much to the outstanding leadership of Secretary General Javier Perez de Cuellar. The United Nations is backing up its words with action. The Security Council has imposed mandatory economic sanctions on Iraq, designed to force Iraq to relinquish the spoils of its illegal conquest. The Security Council has also taken the decisive step of authorizing the use of all means necessary to ensure compliance with these sanctions.

Together with our friends and allies, ships of the United States Navy are today patrolling Mideast waters, and they've already intercepted more than 700 ships to enforce the sanctions. Three regional leaders I spoke with just yesterday told me that these sanctions are working. Iraq is feeling the heat.

We continue to hope that Iraq's leaders will recalculate just what their aggression has cost them. They are cut off from world trade, unable to sell their oil, and only a tiny fraction of goods gets through.

The communique with President Gorbachev made mention of what happens when the embargo is so effective that children of Iraq literally need milk, or the sick truly need medicine. Then, under strict international supervision that guarantees the proper destination, then -- food will be permitted.

At home, the material cost of our leadership can be steep. And that's why Secretary of State {James A.} Baker and Treasury Secretary {Nicholas F.} Brady have met with many world leaders to underscore that the burden of this collective effort must be shared. We're prepared to do our share and more to help carry that load; we insist that others do their share as well.

The response of most of our friends and allies has been good. To help defray costs, the leaders of Saudi Arabia, Kuwait and the U.A.E., the United Arab Emirates have pledged to provide our deployed troops with all the food and fuel they need. Generous assistance will also be provided to stalwart front-line nations, such as Turkey and Egypt.

And I'd also heartened to report that this international response extends to the neediest victims of this conflict -- those refugees. For our part, we have contributed $28 million for relief efforts. This is but a portion of what is needed. I commend, in particular, Saudi Arabia, Japan and several European nations who have joined us in this purely humanitarian effort. 'Let No One Even Contemplate Profiteering'

There's an energy-related cost to be borne as well. Oil-producing nations are already replacing lost Iraqi and Kuwaiti output. More than half of what was lost has been made up, and we're getting superb cooperation. If producers, including the United States, continue steps to expand oil and gas production, we can stabilize prices and guarantee against hardship. Additionally, we and several of our allies always have the option to extract oil from our strategic petroleum reserves, if conditions warrant. As I've pointed out before, conservation efforts are essential to keep our energy needs as low as possible. We must then take advantage of our energy sources across the board: coal, natural gas, hydro and nuclear. Our failure, our failure to do these things has made us more dependent on foreign oil than ever before. And finally, let no one even contemplate profiteering from this crisis. We will not have it.

I cannot predict just how long it'll take to convince Iraq to withdraw from Kuwait. Sanctions will take time to have their full intended effect. We will continue to review all options with our allies, but let it be clear: We will not let this aggression stand.

Our interest, our involvement in the gulf, is not transitory. It pre-dated Saddam Hussein's aggression and will survive it. Long after all our troops come home, and we all hope it's soon, very soon, there will be a lasting role for the United States in assisting the nations of the Persian Gulf. Our role then is to deter future aggression. Our role is to help our friends in their own self-defense. And something else: to curb the proliferation of chemical, biological, ballistic missile and, above all, nuclear technologies.

And let me also make clear that the United States has no quarrel with the Iraqi people. Our quarrel is with Iraq's dictator and with his aggression. Iraq will not be permitted to annex Kuwait. And that's not a threat. It's not a boast. That's just the way it's going to be. Addressing the Federal Deficit

Our ability to function effectively as a great power abroad depends on how we conduct ourselves at home. Our economy, our armed forces, our energy dependence and our cohesion all determine whether we can help our friends and stand up to our foes.

For America to lead, America must remain strong and vital. Our world leadership and domestic strength are mutual and reinforcing; a woven piece, as strongly bound as Old Glory.

To revitalize our leadership -- our leadership capacity, we must address our budget deficit -- not after Election Day, or next year, but now.

Higher oil prices slow our growth, and higher defense costs would only make our fiscal deficit problem worse. That deficit was already greater than it should have been -- a projected $232 billion for the coming year. It must -- it will -- be reduced.

To my friends in Congress, together we must act this very month -- before the next fiscal year begins on October 1 -- to get America's economic house in order. The Gulf situation helps us realize we are more economically vulnerable than we ever should be. Americans must never again enter any crisis -- economic or military -- with an excessive dependence on foreign oil and an excessive burden of federal debt.

Most Americans are sick and tired of endless battles in the Congress and between the branches over budget matters. And it's high time we pulled together -- and get the job done right. It is up to us to straighten this out. Four-Part Budget Agenda

The job has four basic parts.

First: The Congress should, this month, within a budget agreement, enact growth-oriented tax measures -- to help avoid recession in the short term; and to increase savings, investment, productivity and competitiveness for the longer term. These measures include extending incentives for research and experimentation; expanding the use of IRAs for new homeowners; establishing tax-deferred family savings accounts; creating incentives for the creation of enterprise zones and initiatives to encourage more domestic drilling; and, yes, reducing the tax rate on capital gains.

And second: The Congress should, this month, enact a prudent multi-year defense program -- one that reflects not only the improvement in East-West relations, but our broader responsibilities to deal with the continuing risks of outlaw action and regional conflict. Even with our obligations in the gulf, a sound defense budget can have some reduction in real terms, and we are prepared to accept that. But to go beyond such levels, where cutting defense would threaten our vital margin of safety, is something I will never accept.

The world is still dangerous, and surely that is now clear. Stability is not secure. American interests are far-reaching. Interdependence has increased. The consequences of regional instability can be global. This is no time to risk America's capacity to protect her vital interests.

Third: The Congress should, this month, enact measures to increase domestic energy production and energy conservation -- in order to reduce dependence on foreign oil. These measure should include my proposals to increase incentives for domestic oil and gas exploration, fuel-switching, and to accelerate the development of Alaskan energy resources, without damage to wildlife.

As you know, when the oil embargo was imposed in the early 1970s, the United States imported almost 6 million barrels of oil per day. This year, before the Iraqi invasion, U.S. imports had risen to nearly 8 million barrels per day. We had moved in the wrong direction. Now we must act to correct that trend.

Fourth: The Congress should, this month, enact a five-year program to reduce the projected debt and deficits by $500 billion -- that is, by half a trillion dollars. If, with the Congress, we can develop a satisfactory program by the end of the month, we can avoid the axe of "sequester" -- deep across-the-board cuts that would threaten our military capacity and risk substantial domestic disruption. Requirements of Fiscal Agreement

I want to be able to tell the American people we have truly solved the deficit problem. For me to do that, a budget agreement must meet these tests:

It must include the measures I've recommended to increase economic grwoth and reduce dependence on foreign oil.

It must be fair. All should contribute, but the burden should not be excessive for any one group of programs or people.

It must address the growth of government's hidden liabilities.

It must reform the budget process, and further, it must be real.

I urge Congress to provide a comprehensive five-year deficit reduction program to me as a complete legislative package -- with measures to assure that it can be fully enforced. America is tired of phony deficit reduction, or promise-now, save-later plans. Enough is enough. It is time for a program that is credible and real.

Finally, to the extent that the deficit-reduction program includes new revenue measures, it must avoid any measure that would threaten economic growth or turn us back toward the days of punishing income tax rates. That is one path we should not head down again.

I have been pleased with recent progress, although it has not always seemed so smooth. But now it is time to produce.

I hope we can work out a responsible plan. But with or without agreement from the budget summit, I ask both houses of the Congress to allow a straight up-or-down vote on a complete $500 billion deficit-reduction package -- not later than September 28.

If the Congress cannot get me a budget, then Americans will have to face a tough, mandated sequester.

I am hopeful -- in fact,I am confident -- the Congress will do what it should. And I can assure you that we in the executive branch will do our part.

In the final analysis, our ability to meet our responsibilities abroad depends upon political will and consensus at home. It's never easy in democracies, for we govern only with the consent of the governed. And although free people in a free society are bound to have their differences, Americans traditionally come together in times of adversity and challenge.

Once again, Americans have stepped forward to share a tearful goodbye with their families before leaving for a strange and distant shore. At this very moment, they serve together with Arabs, Europeans, Asians and Africans in defense of principle and the dream of a new world order. That is why they sweat and toil in the sand and the heat and the sun.

If they can come together under such adversity; if old adversaries like the Soviet Union and the United States can work in common cause, then surely we who are so fortunate to be in this great chamber -- Democrats, Republicans, liberals conservatives -- can come together to fulfill our responsibilities here.
